Ofsted Inspection Consultation
Ofsted is conducting a consultation on proposed changes to inspections for early years, schools, and further education providers. The consultation, which began on 3rd February, will remain open until 28th April. These reforms follow commitments made in response to last year’s Big Listen consultation, with Ofsted now inviting feedback on various aspects of a revised inspection model.
The updated process will be tailored to different types of providers, using new toolkits that outline specific assessment standards. A stronger focus will be placed on inclusion, particularly in assessing how well providers support disadvantaged children and those with special educational needs and disabilities (SEND). Inspectors will also factor in local demographics to ensure providers are evaluated within their specific context.
A major proposal is the introduction of a new, colour-coded five-point grading scale designed to offer parents clearer information and encourage continuous improvement. Moving away from the traditional single overall grade, this system will provide a more detailed view of provider performance. Inspectors will accompany the ratings with concise summaries of their findings.
If approved, the new grading scale is expected to be implemented in Autumn 2025. The Proposed Grading Scale is:
1. Exemplary – Consistently strong across all areas, with at least one aspect of outstanding practice.
2. Strong – Secure performance across year groups and subjects, exceeding legal and professional expectations.
3. Secure – Meets all legal and professional standards, delivering a stable education.
4. Attention Needed – Some inconsistencies or gaps, but leadership has the capacity to improve.
5. Causing Concern – Requires urgent intervention to provide an adequate education.
Early years evaluations will cover leadership, curriculum, teaching, achievement, behaviour, welfare, inclusion, and safeguarding. With each of these areas being given a score.
